Robert M. Doughty III - President

Mr. Doughty graduated from New Mexico State University in 1994 with a Bachelor of Criminal Justice. In 1998, Mr. Doughty received his Juris Doctorate from the University of New Mexico School of Law. While in law school, Mr. Doughty was active in trial practice and oral advocacy, was on the honor roll and was a legal extern for the Honorable John E. Conway, Chief Judge of the United States District Court, District of New Mexico. Mr. Doughty was admitted to the New Mexico Bar in 1998 and began his law career at a firm specializing in Plaintiff's catastrophic personal injury cases. Later he joined a large insurance defense firm. In August 2005, Mr. Doughty became a shareholder with Doughty, Alcaraz & deGraauw, P.A. Mr. Doughty is licensed to practice in New Mexico State Courts, The United States District Court for the District of New Mexico, and the Tenth Circuit Court of Appeals. Mr. Doughty has earned an AV "Preeminent" Martindale-Hubbell Peer Review Rating, demonstrating the highest rating available for his legal ability and professional ethics.

Marron Lee - Vice President

Regent Marron Lee serves as chair of both the New Mexico Crime Victims Reparation Commission and the New Mexico Sentencing Commission. She worked in the U.S. Attorney's office from 2001 to 2004 prosecuting cases related to violent crime, and abuse and neglect of children on tribal lands in New Mexico. Lee started her legal career in New Mexico as a prosecutor in the 3rd Judicial District Attorney's Office in 1998. Marron Lee also served on Senator Domenici's Washington, D.C. staff from 1989 to 1995. She has served on the New Mexico Museum of Natural History Foundation and the Albuquerque Museum Foundation Boards of Directors and is a member of P.E.O. International and is the parents’ association vice-president at Manzano Day School. Lee and her family have worked to establish scholarships at the university and are proud supporters of Lobo athletics.

Jack L. Fortner - Secretary Treasurer

Jack L. Fortner is an attorney in Farmington, New Mexico and the Senior Partner in the Firm of Fortner & Quail, LLC.

Fortner grew up in Farmington, New Mexico and graduated from the University of New Mexico in 1978 and obtained his Bachelor of Arts Degree. He then obtained his Juris Doctor Degree from the University of Michigan in 1981.
Regent Fortner was re-appointed to the Board of Regents by Governor Susanna Martinez in 2010. Regent Fortner was first appointed in 1998 by Governor Gary Johnson to a six year term to the UNM Board of Regents for a term of 1998 to 2004. In 2004, Governor Bill Richardson re-appointed Regent Fortner to the Board of Regents for a term of 2004 to 2010. Regent Fortner's current term runs from 2010 to 2016. Regent Fortner is the only person in New Mexico to ever be appointed to three consecutive terms, and by three Governors to terms on the Board of Regents for UNM.

Jack Fortner served as President of the Board in 2005, and has also served as President for the year 2011-2012, 2012-2013, 2013-2014 and 2014-2015. He currently serves as the Secretary of the UNM Board.
Fortner also served as Vice-President of the Board from 2001 to 2004, and again from 2006 to 2010. From 1998 to 2010, he served as Chairman of the Health Science Committee of the Board of Regents.

President Fortner also chaired the Search Committee for the UNM Presidential Search of 2012 which resulted in the hiring of the former President of UNM, Dr. Bob Frank. Fortner was also a member of the Search Committee for the UNM Athletic Director in 2007 which hired Paul Krebs, and he was also a member of the Search Committee for the UNM Football Coach in 2012 which resulted in the hiring of Bob Davie.

Jack Fortner was recently re- elected to County Commissioner in San Juan County, in November of 2016 for a term beginning 2017 through 2020. Currently, Fortner serves as Chairman Pro Tem.
Jack Fortner was elected to the San Juan County Commission in November of 2011 for a term beginning 2012 through 2016. He served as Chairman of the Commission in 2014, and for the year 2016 served as Chairman Pro Tem and in 2017 will serve as Chairman of the County Commission.
Fortner previously served on the San Juan County Commission from 1996 to 2000 and from 2000 to 2004. He served as Chairman of the Commission in 1997, in 2000 and also in 2003. He also served as Chairman Pro Tem in 1999 and 2002.

Fortner served as Chairman of the Labor Management Relations Board for the City of Farmington from 1995 to 1998, which decided disputes between employees and management.

Fortner also served on the New Mexico Environmental Improvement Board from 1994 to 1996.

Fortner is a member of the New Mexico Bar and San Juan County Bar Association and served as President of the San Juan County Bar for the term of 1994 to 1995.

Fortner has also served as the Domestic Relations Hearing Officer for the Eleventh Judicial District Court, San Juan County, New Mexico from February 2003 to July of 2003 and has served as the Alternate Domestic Violence

Commissioner from February 2003 through 2010. He also served as the Alternate Farmington Municipal Judge from 1994 to 2009.

Fortner is married to Terri Fortner, a nurse practitioner in Farmington, NM, and they have 2 daughters, Suzanne a graduate of UNM Law School, and Krissy, an under graduate at UNM.

Thomas Clifford

Tom Clifford brings 30 years of finance and tax policy experience to the position, 20 of them in state government. Governor Martinez appointed Clifford to the Cabinet post in August 2011, and he retired from that position at the end of May.

Prior to his time as DFA Secretary, he was the policy and research director for the New Mexico Taxation and Revenue Department and the chief economist for the New Mexico Legislative Finance Committee. Clifford also spent a decade working for the U.S. Government.

In addition to public service, he has taught budgeting and finance classes for the University of New Mexico and lectured on finance and economics at other institutions. Clifford holds a Doctorate of Philosophy in Economics from the University of California at Santa Barbara.

Term: Recess appointment commenced July 1, 2016 and expires at the adjournment of the next regular session of the New Mexico State Legislature. Nominated for term ending 12/31/2018.

Lieutenant General Bradley C. Hosmer, USAF (Ret.)

Lieutenant General Bradley C. Hosmer chairs the Board of Directors of the Armed Forces Services Corporation. Since retiring from the Air Force in 1994 he has also advised the Department of Defense and industry on long range and strategic planning, and chaired or manned public and private special advisory councils.

On active duty, Hosmer was Superintendent of the Air Force Academy, President of the National Defense University, the Inspector General of the Air Force, a senior member of the Joint Staff (of the Joint Chiefs of Staff), commanded two fighter wings and an Air Division. He has a bachelor of science from the Air Force Academy and a Master of Arts degree from Oxford University. Hosmer was appointed to the Board of Regents in March 2011.

Suzanne Quillen

Suzanne Quillen is Vice President of Healthcare Innovation for Ernest Health.

Quillen is a Registered Nurse, as well as a Certified Nurse Practitioner with more than 26 years of experience in healthcare management. She also holds a Master's Degree in Public Administration from New Mexico State University. Her background includes experience in both private and public healthcare sectors. She began her nursing career at the University of New Mexico Hospital and after obtaining her Nurse Practitioner Certification from the University of Colorado, she returned to UNMH as a Nurse Educator. Throughout her career, she has served in several leadership positions including Chief Nursing Officer and Hospital Operating Officer at Lovelace Medical Center and Director of Patient Care Development and Marketing and Business Development at MountainView Regional Center in Las Cruces, New Mexico. She has served on the Board of Directors of the New Mexico Hospital Association, Memorial Medical Center Healthcare Foundation, The Community Foundation of Southern New Mexico and The Greater Las Cruces Chamber of Commerce. Quillen is currently a member of the Executive Committee of The Bridge of Southern New Mexico, The Las Cruces Forum and was recently appointed to the Employability Partnership Board of New Mexico. Suzanne is an active member of the Las Cruces community where she has resided for more than 15 years.
